I helped this municipality build a permitting workflow that ran reviews in parallel instead of in sequence, with AI checking applications for completeness before they reached any reviewer.
Each department still made its own decisions. The system simply made sure nobody was waiting on a file that had not even been checked yet.
- Completeness checks caught missing documents immediately instead of after a department had already started review
- Parallel routing let planning, engineering, and fire review the same application at the same time
- A live applicant facing tracker showed exactly which department a file was sitting with at any moment
Housing targets are not missed because of bad intentions. They are missed because the process behind them was never built for the volume being asked of it.

I keep telling municipalities the same thing. The housing crisis is partly a supply problem and partly a workflow problem nobody wants to admit to.
- Sequential review was never a policy choice. It was just how the process happened to be built years ago
- Planners were not the bottleneck. The handoffs between departments were
- Hitting a housing target requires fixing the pipeline before it requires hiring more people to push through it
